Mehr Geld pro Kind,
weniger Können?More money per child,
less learning?
Frankreichs Schüler blockieren seit Ende September die Lycées, es gab Ausschreitungen und Tausende Festnahmen. Der Vorwurf: Kürzungen im Bildungssystem. Diese Seite stellt zwei lange Reihen nebeneinander: was der Staat (und alle anderen Geldgeber) pro Schülerin und Schüler ausgibt, inflationsbereinigt seit 1980, und was die Kinder in internationalen und nationalen Tests können.Since late September, French pupils have been blockading their lycées (upper secondary schools); there have been riots and thousands of arrests. The charge: cuts to the education system. This page sets two long series side by side: what the state (and all other funders) spends per pupil, adjusted for inflation since 1980, and what children can do in international and national tests.

Since 2010 the real increase has gone almost entirely to primary schools; secondary is now below its 2010 level (€12,050). Part of the per-head increase is mechanical: since 1996 the number of primary-school children has fallen by around 500,000.

Weniger Kinder, mehr StudierendeFewer children, more students
There are fewer pupils today than in 1980. Only higher education has grown. Because births have fallen by almost a fifth since 2010, primary enrolment keeps declining. This is the government’s main argument for cutting posts.

Since 1970 the number of children per teacher has fallen by between a quarter and a third. Since 1990, however, much more slowly: by around 19% in primary and around 7% in secondary, while real spending per child rose by 96% and 40% respectively. Most of the increase, in other words, did not go into more teachers per child.

Was die Zahlen sagen und was nichtWhat the numbers say and what they don’t
Two curves moving apart do not in themselves prove a connection. A few things can nonetheless be stated.
Es gab keine lange SparphaseThere was no long period of austerity
In real terms, spending per child rose in most years. There were dips in 2011/12 (mainly in secondary) and 2020 (pandemic), both small compared with the overall increase. Today’s protests are directed against job cuts amid falling pupil numbers, not against a shrinking budget.

In arithmetic at the end of primary school, the decline between 1987 and 1999 already amounted to almost one standard deviation – at a time when real spending per child rose by a good 40%. The PISA slump since 2018 comes on top of that.
Das Geld ging zuletzt in die GrundschuleRecently, the money went to primary schools
Bei den Viertklässlern (TIMSS, PIRLS) stagnieren die Werte seit 2015/16 auf niedrigem Niveau, beim Einstiegstest der 6e gibt es leichte Verbesserungen gegenüber 2017.Since 2016, real spending per primary pupil has risen by a quarter (€7,530 → €9,440), partly through the halving of CP/CE1 classes (the first two years of primary school) in schools in deprived areas from 2017, and partly through fewer children. The 2025 PISA cohort (born 2009) was in first grade before this measure took effect. Among fourth-graders (TIMSS, PIRLS) scores have stagnated at a low level since 2015/16; the 6e entry test shows slight improvements compared with 2017.

Compared with the OECD, France spends 10% less on primary school and 28% more on the lycée. Staffing shows the same picture: 17.9 children per teacher in primary (OECD 13.9), 11.5 in the lycée (OECD 12.9). In 2025 the Court of Audit spoke of an “education system in a situation of failure” and urged that resources be used more effectively.
Andere Faktoren wirken mitOther factors play a part
Teacher shortages, disorder in class, smartphones, the school closures of 2020/21 and a pronounced social divide. The DEPP names no single cause, and the OECD-wide decline since 2018 shows that France is not alone.

The spending series counts all levels and all funders, including pension contributions. Rising per-head values can also stem from non-wage labour costs, the inclusion of children with disabilities or administration, and do not necessarily reach the classroom.
In real terms, France now spends almost 60% more per child than in 1990, and children perform worse in almost every area measured. Whether more teaching posts would change that cannot be read from these data. What they do show is that rising spending per child has not halted the decline so far.

Die DEPP rechnet methodische Brüche (1999 Überseegebiete, 2006 LOLF, 2012/13) bis 1980 zurück; jede Ausgabe verschiebt die Preisbasis um ein Jahr.Dépense moyenne par élève/étudiant = domestic education expenditure (DIE) excluding continuing education, divided by the number of learners in the calendar year. All funders, public and private schools, incl. pension contributions. The DEPP back-calculates methodological breaks (1999 overseas territories, 2006 LOLF budget law, 2012/13) to 1980; each edition shifts the price base by one year.
